Before I obtained PS I made "art" by applying filters to images in Paint Shop Pro and thinking it's the coolest thing ever
And downloadable fonts were definitely a thing too! You just couldn't install them with one click iirc. But anyone with an interest in Doing Stuff On Computers could pick this stuff up.
Anyway, Photoshop had filters and layers and many other basic features we still use as early as 1994
Now i have an excuse to watch some more Computer Chronicles. I was fascinated to see Dabbler on there, a software I used in the early 00s that looked exactly the same back in 1994 as i remember
Another big early 00s thing was openCanvas. Particularly the first version that supported networking and drawing together (a feature they later removed) I remember "OCing" with friends as late as 2009
