He's also on the board of Communio Foundation, which partnered w/ Cambridge Analytica & Gloo to target churches. /1
I've also found potentially explosive evidence Neugebauer took Communio Foundation's audience of churchgoers and specifically targeted them for political purposes via his Keep The Promise II PAC, which contracted with Cambridge Analytica and LoudDoor in 2015/16. /2
But before reviewing this evidence, it's important to first understand Neugebauer's background and how all the pieces fit.
Toby is the son of former Texas GOP Congressman Randy Neugebauer, considered the "most conservative" member of the House in 2011. /3

Toby Neugebauer is the co-founder of Quantum Energy Partners, "a Houston-based private-equity firm that invests in oil and gas fracking."
Ted Cruz considers him a "close friend."
Neugebauer contributed $10M toward Cruz's presidential run (but only $1M was ultimately spent). /4

Neugebauer appears to have been instrumental in the novel formation of the various Keep The Promise PACs that supported Cruz and later went on to support Trump.
Planning for this began "in a more formal way over the 2014 Labor Day weekend at Neugebauer's ranch in East Texas." /5

In early 2015, Neugebauer secured the participation of fellow fracking billionaire brothers Farris & Dan Wilks in the Keep The Promise universe.
Of note, Neuegebauer "moved his legal residency to Puerto Rico," a US territory offering "key tax breaks that the mailand does not."/6

Neugebauer was a key player in Cruz's team hiring the services of Cambridge Analytica after he & Cruz's campaign manager, Jeff Roe, "visited SCL's London headquarters."

As the founding donor of Keep The Promise II, Neugebauer paid $570,000 to Cambridge Analytica and $300,000 to LoudDoor, "a South Carolina-based firm that says it uses 'social media to conduct research on consumers who can't be reached anywhere else.' " /8
With Neugebauer's connection to Cambridge Analytica & the Mercers established, let's focus on his role at Communio Foundation (previously Culture of Freedom Initiative).
Communio/COFI is featured in the film "People You May Know," which includes research by @BrentAllpress. /9

@BrentAllpress: "Philanthropy Roundtable Culture of Freedom Initiative (COFI), Koch funded with ex-Koch execs, was a Cambridge Analytica client."
In partnership w/ CA, "Gloo" developed the "Insights" platform for COFI to use for behavioral targeting of FB ads to churchgoers. /10

Alarmingly, "partnering churches also upload congregation data via Excel" into the Insights platform, with "harvesting church-goer data" being "the likely goal."
And among the data obtained and used by COFI to microtarget churchgoers is self-revealed mental health data! /11

"People You May Know" pursues the trail of Communio/COFI President JP DeGance & his being a Gold Circle member of the highly secretive & influential Council for National Policy.
But I noticed Toby Neugebauer is also on Communio/COFI's board and wanted to see where that led. /12

What I found is potentially explosive.
According to Communio's/COFI's 2018 Form 990, Communio/COFI provided $305,000 in "general support" to a 501c3 called Live the Life.
But COFI's work w/ LTL actually began in 2016... /13

In 2016, COFI worked w/ Live the Life "to improve marriage and family life in Duval County" (Jacksonsville, FL).
From 2016-18, "COFI and its partners also sponsored more than 28 million digital impressions, advertising its programs and services" on a $1.75M budget per year. /14

One of Live the Life's programs is Adventures in Marriage, which is--in spite of its salacious implication--"a weekend retreat for couples to get away and focus anew on their relationship."
AIM helps couples "understand how their PERSONALITY styles impact relationships..." /15

I couldn't help but notice "Adventures in Marriage" sounded familiar to me.
In Aug 2019, @VickerySec discovered files he traced back to LoudDoor including multiple CSV files entitled "adventures_in_marriage_submissions."
The files were dated from 3/21/16 thru 3/31/16. /16

If LoudDoor had AIM data in March 2016, how did they obtain that info?
A common denominator is Toby Neugebauer.
Neugebauer was on the board of COFI which worked w/ Live the Life (of which AIM is a program).
His KTP II paid LoudDoor $300k on 2/23/16! /17

The potentially explosive possibility is Neugebauer took Communio's/COFI's audience of Adventures in Marriage participants and specifically targeted them for political purposes via his Keep The Promise II PAC, which contracted with Cambridge Analytica and LoudDoor in 2015/16. /18
And, if it can be definitively proven Neugebauer did this for one group under Communio's/COFI's umbrella, how many other groups' data obtained for a "nonpolitical" purpose made its way to Cambridge Analytica and LoudDoor in 2016 for behavioral targeting for political ends? /19
I highly encourage journalists definitively confirm that what I found is indeed the case. It certainly appears a strong possibility to me.
I also recommend others keep their eye on Toby Neugebauer.
Notice how he always seems to show up in the right place at the right time. /20x

BONUS:
Live the Life's "Adventures in Marriage" program--which I tied to Communio/COFI/Neugebauer above and @VickerySec appears to have tied to LoudDoor--is funded by Dept of Defense and is implemented at military bases?!

UPDATE:
Since FCPR (Florida Center for Prevention Research, part of Florida State University) is "independent program evaluator" of Live the Life's military program, there may not be any cross-contamination w/ Communio/COFI in this case.

Communio/COFI separately partnered with Live the Life "to improve marriage and family life in Duval County" (Jacksonville, FL).
The COFI/Communio-LTL community program--not the FCPR-LTL military program--is where we'd have concern over Gloo & Cambridge Analytica being involved.
