City of Milwaukee was 1 of the only places in Wisconsin where turnout did NOT increase.

Biden DID do better than Clinton in the COUNTY of Milwaukee -- because he did better in the suburbs, just like he did nationally.
But even in the county of MKE, turnout rose less than it did in all but 1 other county in WI

and of course nobody measures turnout in WI as a pctg of pre-election registered voters, because WI has same-day registration and tons of voters register on election day, as always. Everyone in both parties in WI knows all this
