First and foremost, they would have to commit the crime right?
You can't arrest them until after the election.
Even then, until there are final results, etc, there is an opportunity for self-correction within the process.

But let's say that you had someone cold, caught them filling out ballots and feeding them through machines.

Would you prosecute them on the spot?

I wouldn't.

I'd want to know if they were acting alone or in coordination. Wouldn't you?

Then assuming coordination, I want to know who the coordinator is. Don't you?
