As for "bum equipment," much of Texas is still using paperless voting machines that, unlike the ones in Georgia and Pennsylvania, offer no way of conducting a hand recount or meaningful audit. The GOP-controlled Texas legislature has refused to require counties to buy paper-based voting machines. Democrats in Congress wanted to require and pay for paper-based machines, but Mitch McConnell blocked that legislation because he said it would be "nationalizing" elections.
