And, since you ask, the police do have that power under S.59 of the Police Reform Act 2002, if
1. They've got reasonable grounds for believing he's committing the offence of inconsiderate driving,
2. He's causing annoyance to members of the public, &
3. They've warned him.
Though if I was being an activist lawyer representing him I'd want to contest whether it's the driving that's inconsiderate or the shouting.
Meanwhile if I was advising the police I'd suggest they nick him for breaching the lockdown regs. Waking up Gosport is not a reasonable excuse for being out & about, & a few FPNs down the line they'll probably exceed the value of his Nissan Navarra.
Correction: it's a Nissan Navara.
