Lena does not respect the autonomy of others, or the law or the feelings of others, she only thinks of her own pain. Her own feelings mean everything to her. Blinded by feelings? People conveniently forget that that is not the first time Lena was a jerk to Supergirl and Kara.
Maybe not the first time she was to this extent, but not the first time by far. "Blinded by feelings" is not an excuse. It's same excuse that any abuser would use when they abuse their partner out of jealousy "Look what you made me do!", "I couldn't control myself!"
Lena being so self-centered that everything is about her feelings and how people think of her is the core problem of her personality. The fact that she doesn't truly care about the feelings of others is what is at the root of a horrendous invasive plan like Non Nocere.
Lena is willing to make the whole world suffer to make the world more safe for herself. She is willing to make Supergirl suffer to make HERSELF feel better. And that's exactly why Lena is a deeply selfish person. Lena does not truly care about others, only in relation to herself
