the difference is visible in the suburbs as well - the city of Cupertino, which has a lot of Asian immigrants, pays more property taxes than its neighbors.
Right now the Tax Fairness Project map at https://www.taxfairnessproject.org/  only shows the Bay Area. If it extends to Southern California / if there's a version that shows the percentage of subsidy rather than the dollar amount, some of these racial differences will be really visible.
California's Prop 13 locked in low property taxes for everyone who owned buildings in 1978. Later, Props 58 and 193 allowed parents and grandparents to hand down those tax breaks to their kids.

The ability to inherit a tax break was partially rolled back this year by Prop 19.
Some civil rights laws have sections called "Disparate Impact" where if something isn't explicitly racist, but has outcomes that favor one race over another, it can be ruled illegal.

this thought came about because I was at the CA Democrats online conference today. we were sad about Prop 15 losing. Then there was a presentation on racial equity and as the presenter was going over the history of racial discrimination laws the two things clicked together...
