Preventing a calm discussion of shutdown measures in advance of an emergency (which we seem to define as ICUs overflowing, never mind a thousand dying every day) means we don't get the benefit we could from shutdown, because it hasn't been prepared, and may even be resisted.

Shutdown is not "lockdown." It is not a totalitarian imposition, but a common defense that requires cooperation. Relief must be provided for its economic impacts. People put to work improving ventilation, sanitation, availability of masks, support to sheltering elders & high-risk
