Note that Assistant Sec cites 2018 as baseline for PfG’s -7% p.a. (average) reduction over decade 2020-2030 (pic1).
That’s not what PfG says (pic2).
Using 2018 rather than 2020 (Covid effect) means using higher baseline, making -51% by 2030 a bit less onerous. 2/4 @LNBDublin

• 1990 emissions= 55.5 Gt
On this basis, PfG reduction 1990-2030= -46%. Not “somewhere b/w 55% and 60%”.
So Govt supports -55% (1990-2030) for
