To get ELECTED into the HR Council; In accordance with paragraph 7 of General Assembly resolution 60/251, the Council shall consist of 47 Member States. States need a minimum of 97 votes to get elected, and everything happens by secret ballot. (directly and individually)
"The members of the Council shall serve for a period of three years nd shall not be eligible for immediate re-election after two consecutive terms." E G; China will be in the council for 3yrs nd if re-elected they won't be allowed to stand after. Which is why FR nd UK are here
With just 139 votes, Beijing lost the support of 41 member states from its previous election. And among the 15 states elected to fill the vacant seats in the 47 member body for this cycle, Beijing got fewest number of votes (after KSA and Mor got moved)
Member States who have chosen to announce their candidacies do so in writing. Then Voluntary pledges that Member States have chosen to provide in support of their respective candidacies are issued in all official languages. See the example: OMAN to HRC in support of China
The UN didn't vote, member States voted for China, Russia, etc.
HOW DID THE COUNTRIES GET OTHERS TO VOTE/SUPPORT THEM? Intense lobbying and Trade offs. Due to secretive backroom deals, you can't get a true picture of what has been said and what has happened.
