Now we get to Liz Taylor's wedding in Oct 91.
The grass is gone and there is now a track along the ridge. There has been some major earthmoving done here. I wonder why?

You can see the track is being excavated. That little yellow machine to the top right is a generator with lights on the top.
It's too far away to be of any use to the wedding guests.
Somebody wanted that track excavated, pronto. The workers were probably working into the night.

So my conclusion is that preparations for the rails were already being carried out (without a permit, natch) in October 1991, likely as a part of the larger Breeding Facility project.

The Sea Dragon swinging boat ride. It was supposed to have been installed in Apr 92, but it's there at Liz's wedding. That glowing triangle behind the ferris wheel.

It's not the carousel or the castle. They didn't look like that at night.

So while this doesn't have any direct bearing on the abuse allegations, it's clear that:
(1) Work was being done to prepare the train station site in Oct 91; and
(2) Pretty much everything at Neverland was built or installed without a permit.
