I wonder what would happen if there were a vote in the KS legislature on whether to create an initiative process in KS. Would legislators willingly give average Kansans more political power, ceding some of their own power to you? I suspect that in order to create an initiative process in Kansas, lawmakers would have to amend the state constitution. Which would ironically involve putting that amendment on the ballot for you to decide, since in KS we get to vote on amendments but not initiatives.
The current set up empowers not just politicians, but also activists. Organized interests who want law to reflect their opinion only need to successfully lobby lawmakers right now, not you. Allowing initiatives makes politics harder for them by forcing them to deal with citizens.
The only concrete input Kansans get on policy is elections--deciding who makes the laws for you. But you don't get to make the laws. So it's the same people who have power under the current system who would have to decide whether to give you more power--that's tough politics.
