If - still an if - there is now a change of direction in govt ( @iainmartin1 ) it’s ultimately because the PM has chosen that new direction. Fixation on Spads = focussing on effects not causes.
Same logic dictates that all the Bad Things that happened in the last year belong to the PM: whether he actively willed them or subcontracted decisions to DC, he owns everything done in his name. = The man responsible for whatever DC did is staying in No 10.
