The parameters of the Risk-Limiting Audit and the margins of the race mean that all 4.9M ballots will be examined by hand, effectively recounting the ballots.

In an audit (or a recount!) there is no review of signatures on absentee ballot envelopes because there are no absentee ballot envelopes+applications! These are just purely ballots.

County certification happens first. Then an audit, before STATE certification on the 20th. The county certification has to happen to give results to compare to.
