Yes, however you should be aware of limitations:
- Apple Silicon doesn't support 32-bit Arm code execution in hardware. This means that 32-bit Arm Windows apps won't run. Those applications are quite rare, but currently include the Microsoft Store. 2/4

- At first, it's likely that Virtualization.framework-based solutions will the only ones available. Those require you to inject the virtio drivers before booting Windows. Those are an industry-standard interface, with source code available for the Windows drivers at 3/4
