However... (you knew that was coming right?). Good policy isn’t designed to punish people who do things that are annoying. It’s designed to encourage social and economic goods and mitigate social and economic harm.
Cycling is undeniably good (there is science - you can google it). It adds healthy years to your life, reduces congestion, improves air quality and much more.
It’s also incredibly safe. Cyclists very rarely cause serious harm to themselves or others (see adjacent compulsory helmet debate and why that’s also a bad idea). It’s so rare it makes front page news when it happens.
Cars on the other hand suck. They cause pollution, clog up streets and urban spaces and cause devastating harm to people every single day.
Policy makers take all that data and decide on the right tools to manage the goods and the harms. So we have tests, insurance and Vehicle Excise Duty for cars. We don’t for bikes - because anything that reduces the number of people cycling has a negative impact on society ❤️🚲✌️
