Jarrett: "With our tabulation equipment, it is taking an image of the ballot."

Asked what type of pens they provided on election day, Jarrett says: "We provided ultra-fine-tip marking pens"

The 19 candidates with the most overvotes were the judges, the witness says, because of the ballot design.
