I wonder if people who don't think Low Traffic Neighbourhoods will increase cycling uptake think the same about swimming and the shallow end of pools.

If you give people a safe space to learn an activity they're more likely to continue.
If all swimming pools were too deep to stand in, you would see an imbalance towards those who already felt comfortable in that environment, and you would have to provide "aids" to help others feel safer (arm bands, swimming noodles.)
Is this any different to our "magic paint" cycle infrastructure, throwing cyclists into the "deep end" of dangerous traffic, and then telling us to "wear helmets" and "be vigilant" so as not to drown in the waves of traffic?
People often dismiss cycling, stating that not many people do it, and its the realm of young, white, non-disabled men.

They don't realise the lack of infrastructure is one of the main reasons for this imbalance. Remove the barriers and you increase equality.

Let them swim!
