Xi Jinping has flipped the traditional relationship btw security & development. Used to be that development -> security. Now,
"Security and stability are the primary prerequisites for national development." 2/
Reflects CCP's assessment that threats are non-traditional & emergent:
"Currently, non-traditional security threats are on the rise, intertwining with traditional security hotspots, and becoming a prominent factor affecting international security and stability." 3/
Nat'l security as foundation for int'l security:
Firmly support relevant countries to smoothly advance major domestic political agendas in accordance w/law, firmly support countries in maintaining political security & social stability, firmly oppose external forces interfering 3/
Security cooperation should be updated to reflect changing times: "attention must be paid to maintaining biosecurity, data security, and outer space security..." 4/
利莫大于治,害莫大于乱: "No benefit greater than cure [intertwining of medical/governance connotations], no harm greater than chaos." Continued use of medical, curative, preventive metaphors for internal & now int'l/regional stability. 5/
Expected references to counter-terrorism: "More worth our vigilance is that int'l terrorist organizations & regional "three forces" have become active again." 6/
Finally, references PRC's Global Data Security Initiative, says Putin & Russia supports the proposal. 7/
