As GA counties prepare for the herculean task of auditing 5M ballots, let's review the relevant statutes:

AUDITS MUST BE OPEN TO PUBLIC VIEW:
§ 21-2-498 (4) Complete the audit in public view
1/4
Rule 183-1-15-.04 (2) 4 The audit shall be open to the public, and public notice of the date, time, and location of the audit must be posted on the county election office's website, or, if the county election's office does not have a website, in another prominent location.

Citizens can help count!

Rule 183-1-15.04 (2) 2 The superintendent may designate non-employees to assist with the audit process.

This is HUGE for counties with limited budgets.
3/4
People count the votes, not scanners and software

Rule 183-1-15.04 (2) 4 For ballots marked by electronic ballot markers, the auditors shall rely on the printed text on the ballot... For ballots marked by hand, the auditors shall rely on the choices indicated by the voter...

Really important concepts:
GA Statute requires AUDITS to use manual counting, and to happen BEFORE final state certification
GA Statute requires RECOUNTS to use scanning and scan software to count, and to happen AFTER final state certification. Judge can order manual counts
