There are, in my under-qualified opinion, 2 REALISTIC options at play for how this goes:
Option 1: The writing is leading to a very specific kind of ending. The only thing that makes sense for the characters is that they follow all of that through–aka reciprocal love confession from Dean and/or maybe even kiss–because they have SO. CLEARLY. set it up so beautifully.
Option 2: The writing is leading to a very specific kind of ending, & if for ANY Godforsaken reason it were to stop just shy of going all the way in either regard, I think everyone will know it wasn’t the writers’ choice.
Destiel is canon REGARDLESS.
Let me elaborate.
IF ANYTHING FALLS SHORT of option 1 as presented, I feel as if one could take it as solid proof outside factors (executives, the pandemic, whatever) were to blame for Dean not being able to say "I love you" outright &/or a kiss not happening. Because the story SCREAMS for it.
The reciprocity of Dean's love & Dean being bi is not in question. The fandom has spent over a decade proving Destiel; Cas' love/sexuality being legitimized knocks over the domino that is Dean too, by DEFAULT. If fandom's right about one, they're right about the other. Period.
It's why everyone EXPECTS to see it all in the open. The writing pointed to all of this; the writers clearly want to make it explicit.

The ONLY THING that remains to be seen is whether or not they were allowed to do it. Maybe that's obvious, but, all that to say:
The case for option 1 is so blatant that *IF* we get option 2 ("I love you" & no kiss; neither "I love you" nor kiss),

• know what to blame; it isn't the writers
• be prepared to dig, because the writers want(ed) it just as badly, & will likely make it clear for those looking
EPIC CANONICAL LOVE STORY OF A HUNTER AND AN ANGEL, GREATEST SLOW BURN OF ALL TIME, THE STORY IS NOW VALIDATED BECAUSE FANS PRACTICALLY WILLED IT INTO EXISTENCE, IF YOU'RE IN THE FANDOM AND HAVE FOLLOWED THIS SAGA FOR YEARS YOU HAVE MY ADMIRATION AND RESPECT, GOODBYE
PS Yes, there is exactly 0 chance that Cas stays dead. That is not an option on the table. You know it, I know it, everyone knows it. Let's be real, if no one dies and resurrects, it's out of character for this show. Thank you.
