In 2014, the Obama administration made Klain "Ebola czar," and it was a controversial choice. Klain isn't a doctor, he didn't come with a deep public health background. His resume wasn't the obvious one.
But as I wrote here, and as proved true, the Obama admin understood what that job required, and the kind of talent you needed to run it. The federal government has epidemiologists. It has public health professionals. It needed someone to coordinate response. It needed someone who understood how to make government work, and because "government" is not a singular, but a plural, work together.
Klain is exceptionally good at that work. There was no one in the Obama WH, in my reporting, spoken of as highly by as many different factions, across so many different dimensions of the job.
Biden is going to enter office facing a problem far harder than Ebola, and with a government far more demoralized, and drained of talent, than what Obama had in 2014.

This is just an insanely hard problem, and it'll be dropped onto a new administration, not an experienced one.
In that context, you need people who've done this work before. Who have some muscle memory of what's required. Having Klain, who most fits that description, as the top staffer in the White House, is a good sign.
And, after four years in which the people charged with running the government treated the government with contempt and hostility, it's a relief to know the people about to take on the job understand what it requires, and prize those with the skills to do it well
