IG Investigator spiel is textbook.
The IG Investigator approach is not whistleblower-oriented. It's Interviewer / Suspect oriented. This is counterintuitive to the IG's primary function on a whistleblower complaint.

Hopkins said that he specifically heard two people talking about ballots that were picked up on November 4th. He heard them say that one was marked "November 4" and the rest were marked "November 3rd".

In a normal interview, an investigator would get a full statement prior to trying a walk-through. And a walk-through is normally done when re-creating a CRIME with a suspect. Hopkins did not commit a crime and is NOT a suspect.
The IG Investigator interrupted Hopkins during the statement and stopped him to do a walk-through. This is just bizarre.

Ok, Strasser is pouncing on Hopkins using the word "assume" while describing what he heard. Strasser pushes Hopkins into a psychological hypothetical, but documents it as what Hopkins actually heard.
