a RECOUNT could be requested post-certification by a loser if margin is within .5%, and would be done by re-*scanning* the nearly 5 million ballots cast. So the Trump campaign could still call for a recount after certification, but it's unlikely. Also, the vote totals will slightly change, and that's because humans are involved and it's also OK!

OCGA 21-2-495 deals with recanvassing, which really has to do with the proper results coming from precincts/voting machines/scanners.

So, Georgia's risk-limiting audit is leading to a de facto hand recount of almost 5M votes that is recanvassing results of the presidential race. ADDENDUM: In the new omnibus HB 316 passed in 2019, the state certification deadline *could* be moved later if the audit's not done, but the secretary of state expressed confidence that counties would complete things by 11/20.
