The future of Syrian refugees in Lebanon lies in Syria. Most of them want to go home, but only 5% think they can within a year. Whoever wants to help them return home needs to focus on the gap between their willingness and their current inability to do so.

Refugees know that their economic future in Lebanon is bleak. They know that governments like 🇩🇪 give substantial humanitarian aid in Syria as well. Surveys show that destroyed infrastructure is not the main barrier that keeps refugees from returning home.

The main barrier is the climate of fear, injustice & persecution in Syria. Arrests, torture & killings continue to this day. Detention is arbitrary: no refugee can ultimately be sure of a safe return.

The steps needed to remove barriers to return are clear and they are nothing else but an international legal obligation. They are not tied to the political process in Geneva, they are fully in the hands of Damascus.
