There are some irregularities in Milwaukee voting data.

There are 11577 more vote for President than for house, this is to be expected, some people just vote president and ignore down ballot.
What's unusual here is more people voted for a Republican House candidate than for Trump (-2931)

Especially in Congressional district 1 (Franklin, Greendale, Hales Corners, Oak Creek). Almost 8% of those who voted for republic house candidate (Bryan Steil) did not vote for Trump. Very Odd.
Of course the most ridiculous data is Milwaukee's turnout.
On the 2nd day of election, I saw turnout of 200%. There were people tried to explain it's because same day registration. Today After I calculated the turnout, the max is 125%. What's going on?

They had in Ward 274, Biden 688, Trump 602, Total 1290, registered voter 640. Turnout 202%.

You may notice 296+297=593, so nobody voted for anyone else? Actually 12 voted for Jo Jorgensen, 5 voted for others.

So Milwaukee has been changing their numbers. Just like Virginia changed their number after being exposed for having huge discrepancy between Presidential and House numbers.
Even with massaged data, it still correlate with the hypothesis of Dr. Shiva @va_shiva : the software take Trump votes and added them to Biden. The more republican the precinct, the more it take. Milwaukee CD1 is the most republican one. https://twitter.com/va_shiva/status/1326220987608621056
Dr. Shiva @va_shiva thinks this algorithm is only used in republican county, I believe it is used in Milwaukee, a democrat county.
