The "imperial Presidency" has been growing since the 1970s, under both parties. As Congress shirks its legislative duties, the President assumes more and more power over American life. That reached a new peak under Trump, including even the purse strings (the wall, etc.).
This is why the Presidency is far and away the most important office right now. Congress is practically useless as an institution. With the Senate filibuster in place, and two parties so ideologically opposed, Congress will only agree to the smallest of small bore solutions.
The Federal courts will occasionally step in, but the vast, vast majority of the power is held in the Executive Office. Trump was able to do things nobody thought would be allowed - a multi-country "travel ban", "Emergency Declaration for wall money". Cong. didn't lift a finger.
When it comes to oversight, the Trump Administration showed that Congress also lacks any teeth. The only solution is impeachment AND conviction. Since 2/3 of the Senate will not agree to conviction any time soon, there goes another "check and balance."
I'm not writing this to celebrate that Biden will be the one with this awesome power. No President should have this much power. But it's the reality right now. If you want big new progressive legislation? Sorry. If, on the other side, you want to "stop" the President? Sorry.
This is why the only disappointment I feel on the Dem side is the state level. States still decide many things (even with the uber-powerful President) and legislative control there is important. Governors don't have the power over their states that a President does over the US.
