Yes, the Constitution says: “Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors...”

(By the way...there is zero Constitutional requirement that all of us get to vote for President. Which is something...)

There are laws in place in each state for how electors are certified and selected. In Pennsylvania, it is the Secretary of the Commonwealth who certifies the election. The legislature does not have ANY post election role. By law. A law in place already.

I guess it is not one thousand percent inconceivable that some Republican official might try an end-run. But it is hard to imagine how doing this AFTER votes are cast would withstand a Democratic governor and basically legal scrutiny. See @rickhasen. (More...)
Now Michigan has a different law...where the legislature might play a role late in the process under very very rare circumstances. This is likely why the Trump campaign is taking legal action there despite the large @JoeBiden victory... but it is the thinnest of reeds. (More...)
Anyway...this is not as simple a GOP statehouse snapping its fingers and saying “nevermind” to an election. It won’t/can’t work like that.

I will say, maybe this will renew focus on the convoluted Electoral College system we have let evolve in this country that is NOTHING like what the founders envisioned.
