If you shifted from Defund The Police to "Street Level Policing," that opens the door for changing what happens on a police call. Street level cops would know to bring in mental health experts for those types of calls and would know to carry Narcan for overdoses..
If you rebranded and repurposed the "tactical" nature of law enforcement and put it under the umbrella of "Public Safety," you can redefine the role of the police from people who are on offense and looking for crime to people who are on defense protecting a neighborhood...
