It seems like Infura is having an outage which is causing some pretty big delay in price feeds and some exchanges are also delaying withdrawals of ETH and ERC-20's. Metamask also having issues. There could also be an effect on some DeFi stuff
This seems to be the issue
The consequence of this is that gas is super low. Most people don't know they can switch their Metamask from infura
There are also some discrepancies between different block explorer. Some block explorers are showing a chain split at block 11234873. The blocks are different in different explorers. This is likely just because block explorers are using Infura for data https://blockchair.com/ethereum/blocks

New update says:

"We've brought additional capacity online for the affected components and are continuing to triage the root cause of the outage. System recovery operations are in progress."
As far as I can tell, the affected exchanges are Binance, Bithumb, Upbit and Crypto com. Are you aware of any others?
Infura has now identified the root cause of the issue and they are preparing a fix to restore functionality
It looks like Binance and Upbit (and perhaps others) have resumed withdrawals for ETH and ERC-20. Increasingly it's becoming clear that it was an issue not just with Infura but also with some Geth nodes
Per @nikzh, Ethereum devs introduced a change in the code and some companies weren't aware (Bloickchair and Infura). This led to them being stuck on a minority chain. Basically an unannounced hardfork. Crazy that this is possible https://twitter.com/nikzh/status/1326465592841351168
If this is true, this situation is a much bigger mess than I thought. How is it possible that the largest infra provider isn't aware of a change in the code that could lead to a chain split? Almost unbelievable
I think this is the likelier explanation. Some Geth nodes that were not updated were functioning fine too https://twitter.com/tztokchad/status/1326470691953242115
Much more complete explanation is here. Infura didn't update their node perhaps because it reduces node uptime and they only update when it comes to hard forks and critical issues https://twitter.com/mhswende/status/1326474816736677888
New update from Infura:

"The root cause was traced to several components within our infrastructure which were locked to an older stable version of the go-ethereum client which encountered a critical consensus bug at block 11234873."
