Belgium is seeing a very rapid decline in cases due to their recent lockdown.

Many countries have already shown that zero is the only stable route to returning to near-normal life.

Tolerating "low" numbers of cases is just asking for trouble, especially as winter is coming. https://twitter.com/yaneerbaryam/status/1326342870182342656
Some countries that tried to tolerate low levels of transmission, but eventually exploded with cases:

Netherlands
Switzerland
Lithuania
Germany
Portugal
Slovakia
Slovenia
Czechia
Norway
Austria
Poland
France
Bosnia
Serbia
Spain
Israel
Italy
UK
The good thing about zero: it is stable. Multiply it by any number, and you still have zero.

If a country chooses to eliminate transmission, life can return to normal.

Once at zero, you just manage incoming cases and quickly jump on outbreaks when they occur.

That's it.
One might say, "That's not so easy!"

We know that countries in Europe (for example) can impose lockdowns strong enough to get to zero relatively quickly.

We also know that staying at ~0 is doable. Dozens of countries are doing this.

There is no more guesswork.
