Inside the govt bureaucracy and congress they changed laws and policy. Immigration became one of the chief recruiting pools for importing soldiers over the past several decades.
Once immigrants were brought into the country, new policies dictated that they would get carte blanche selections for higher education and top employment positions via Affirmative Action and diversity "civil rights" mandates.
This is how insurgents set up "counter states" and take a system and a country apart from the inside. All these changes occur over decades. They change thinking via social engineering/EDU so society is unable to recognize their enemy who lives among them in plain sight.

Black Lives Matter and ANTIFA emerged to fill the void where lies had long been so effective. The jig was up, the writing on the wall. They had four years to build a radicalized movement to take the Presidency.
