I’m not sure what you’re referring to...Council has approved a Snow and Ice policy in 2018 and it has not changed since then. Some info to help us stay on the same page:

2/ the people who operate snow plows do not operate the equipment that clears bike lanes
3/ we have 38 lane km of protected bike lanes and +11000 lane km of roads in #yeg

Bike lanes or sidewalks are not the problem. It just takes a long time to get through 11 000 kms.
