In 1920, Russia invaded Azerbaijan and incorporated it into Soviet Union. In 1990, Russian army massacred civilians in capital Baku. In 1992, a Russian military division helped Armenians commit Srebrenica-style massacre in Khojaly.
Azerbaijanis believe that Russia is the chief patron of Armenia and helped (and currently helps) Armenia against Azerbaijan. They are distrustful of Russian peacekeepers and demand Turkey's active role in negotiations and peacekeeping mission.
The peacekeeping mission will be in Azerbaijani land. It is technically possible (and likely) that Azerbaijan will invite Turks to actively involve in Nagorno-Karabakh. It doesn't have to be in the statement for Azerbaijan to invite another country's troops into its own country.
During the 44-day war, Turkish F-16s were stationed in Azerbaijan to deter a possible Russian incursion.
Although it was completely devastated during the World War I, it was the Turkish army in 1918 that helped build the Azerbaijani state, an event Azerbaijanis will never forget. No matter who rules Turkey, it will always lend support to Azerbaijan.
For 30 years, the U.S., France and Russia mediated the conflict. Russia and France are Armenia's chief allies. And the U.S. imposed sanctions on Azerbaijan in 1992 over the war with Armenia. It is only natural that Azerbaijan would want Turkey's involvement.
