Both rhetorical implications are true.
The improved secondary is literally not the secondary they thought they were getting due to injury+conditioning, severe lack of continuity, and false-start of a training camp for Dunbar and passrush matters a bit more than we think it does https://twitter.com/cmikesspinmove/status/1325819519974187009

On paper the secondary was improved and it would be improved in actuality too provided that you could extrapolate the '19 play of those additions to this year, but you can't do that because of unforeseen happenings. Even when all healthy, the necessary time together is not there.
In the mean time, the best use of your roster as is probably leveraging its blitzing personnel but you are only going to have mixed success at best when you run into QBs with actual talent due to the chaotic nature of them. Boom or bust for the defense, boom or bust for said QB
whereas a Jimmy G will crumple.
