1. The problem with Trump's fraud claims is that they're lies, but they spread in a right-wing ecosystem that doesn't care about truth. Allegations are made that show *something* was up. Someone checks them out, and it's either made-up, or utterly routine. But the lie has spread.
2. Kris Kobach, who Trump put in charge of the voter fraud commission in 2017, is the master of this. He claimed he had proof that a dead man voted. A reporter went to the man's house. He was alive, raking leaves. Kobach had mixed up father & son with the same name. But it spread
