You could start with the notion that being registered as an elector is a citizen’s right, not a process they have to labour through. Then you could explore gerrymandering, a true American invention, still taken to absurd heights in many states.
Abolishing the Electoral College, with its privileging of the rights of vast empty spaces given statehood in essentially-corrupt 19th-century political bargains, is an absolute necessity. As is giving rights of participation to US citizens who live in places that aren’t states.
