Most large counties have equipment that can extract ballots immediately.

If no ballots were destroyed, should have ballot for every vote cast. Tabulator scans ballots, records votes and prints receipt.
The Poll Book (signatures) must match up to the number of votes. Number of votes cast = number of Poll Book entries.

If modem results (digital vote count) didn’t match printout (tabulator) you have fraud. This is caught in a post election canvass.
You must have signature for every vote, ie. 5.2 mil votes should have 5.2 mil signatures (dems can’t say “lost them”), if not there are grounds for nullification of votes in disputed county and special election can be called in December where both sides have poll watchers present
There is NO reason to “stop counting” ballots unless one is destroying ballots and/or creating more ballots to cover the KNOWN total of the candidate that “they” are trying to defeat. The same ballot can be run multiple times during the delay as well (H/T Rod Blagojevich)
Bottom line, the number of votes reported and the actual ballots won’t match up. A more advance way to cheat would be to use “inactive voters” and deceased people that would theoretically give the same number of votes as ballot information. This is easily checked because..
All counties keep detailed death records since the county was formed. Also a large % of inactive voters should trigger an audit where a sample of voters could be contacted and verified.
Our country has NEVER stopped reporting or counting votes on Election Day. Banana Republics do that to allow the corrupt party to “steal” the election. Also, Joe Biden receiving more votes than Obama in 2008 pushes a statistical improbability, to an outright impossibility.
