Because the GSA is stalling on transition, Biden is not receiving the Presidential Daily Briefing, and TBD on whether his team will get access to classified information.

For those who might not remember (and it’s been brought up by several reporters today): the transition delays that came in 2000 as a result of of Bush v. Gore, were cited in the 9/11 report as creating vulnerabilities.
