Here's the rules determined in 2016 by which electoral votes would be certified. This has not been done for this year IIRC.

"Auditing the ballot" means disenfranchising voters based on non-compliance with state law for what constitutes a "vote".

If civilians interrupt the audits then Congress is in a pickle: the procedural motions to certify the elections cannot continue and we dropped into crisis.
State executives would be forced to act to secure the facilities, as would the DOJ and their state security forces
