Step one: Have an idea. Try and figure out how it might fit into one of these categories. Do we want to make a panel? A plenary discussion (group discussion)? A course? An interactive session?
Step 2: Find collaborators. (BTW, this is definitely the step I am working on, so lets be friends if you are on this step with me :-) @DrMcCamey came up with a great thread of people who are looking for collaborators for #Chest2021
