For all those reporting on the Council document supposedly "banning end-to-end encryption.

Let me explain this it in simple terms:
The Council resolution calls for a discussion with the tech sector, academia etc. Why? because in the previous years the Council literally asked what law enforcement agencies in the member states wanted. The outcome of the 2016 Council questionaire wasn't that LEOs wanted an E2E ban. Quite to the contrary.

The following years the Council, the Commission, and Parliament had to figure out how to move forward. The Council document that the ORF got their hands on is reflecting the ongoing discussions within the Council.

Both documents do not in any way advocate for an encryption or E2E ban. Why? Because no one wants an E2E ban! Not law enforcement, not service providers, not the Council, not the Commission! Not even European intel services want a ban!!!
So what does the Council document actually say?
(1) Discussion with tech sector and academia
(2) Trying to create a balance between privacy/encryption and lawful access (Legally this is doable. Practically, it is not - just look at the UK)
(3) Review existing legal frameworks and trying to streamline them (it literally says: "preserving the advantages of encryption")
(4) Innovative Investigative Capabilities (training, new tech, better coordination - consult with service providers)
That's it! There is literally no E2E ban in the document. NOWHERE! Let me repeat this for those in Austria: N-O-W-H-E-R-E! NIRGENDS!
Btw. The German gov. is a staunch defender of encryption. Their crypto policy (dating back to 1999) literally stipulates by law that "there will be no ban or limitation on crypto products"

To argue that the German Council Presidency would push for an E2E ban is absolute nonsense
