The real motivation? Brazil is the country with perhaps the largest reserves of rare earths in the world (at least 86.8Mt), rivalling China. Mining rights are a major political dispute in Brazil, since those minerals are in Amazon, large part on land under Indigenous rights...
Aside from niobium (Brazil holding over 90% of world's reserves), the global market for rare earths is currently dominated by China.
Ability to exclusively exploit the Amazon (which would be done through heavy regulation under environmentalism pretence) is strategically crucial.
