And under such circumstances, any such claims by the presidential candidate MUST BE regarded as an attempt at fraud or delegitimization of the exercise of voter franchise. There is no other way to see it.

The president is not standing alone by himself. He is formally representing a political party, which is understood to be representative of the people. Complaints of fraud or illegal practices in such cases, necessarily, flow from the ground up.
