seeing this, I asked the finance ministry if it was true.
the original bill looked vague enough that it could be interpreted that way, which would mean the new rent subsidy could have been even less accessible than its widely criticized predecessor, CECRA

it took a couple hours to get a response that Ottawa was looking into it. at 6pm, I asked again, and was told I would hear back "soon." my deadline had already flown by, so I asked for an answer by noon today.
at noon I got a response:
"The amendment put forward by the government last night responded to the concerns of small business owners by modifying the rent definition to include rent payable."
so the bill was amended *after* CFIB raised the concern and I asked about it

the issue @CFIB raised wasn't problematic anymore because it was adjusted before the government gave a (very delayed) response, preventing it from becoming a story
this raises a big issue about how pandemic policy is made:
a massive oversight made it through the system, was put in front of Parliament, yet didn't receive enough scrutiny from the people who wrote/debated it that it wouldn't support many people it was intended to support
