It's a big ask, but please could a German speaker give me the gist of what this article(right) is about?

My fledgling German won't do it: I can pick out words but not meaning

Context: my family are from Beuthen (Bytom). I found this cutting in one of my dad's books recently

Now I wonder why he kept this! Or why he was sent it - I'm not aware of anyone in the family being involved in coal mining.
