5/6 the Trump appointed USPS board of Governors selects DeJoy. The Vice Chairman, David C. July-October State legislatures run by GOP officials bar Michigan, Wisconsin, and Pennsylvania from even opening, let alone tabulate, mail in ballots until election day. An exception is made in MI where they were allowed to be opened the night before.
April 7 Trump makes the first [of many] clear statement against mail in ballots during a Coronavirus briefing. At this point he must already be aware that the election is going to feature a historic number of mail in ballots as a result of the virus he is knowingly downplaying.
October 26 Brett Kavanaugh attempts to lay the legal groundwork for Trump to call for the states to stop counting votes if necessary to declare a winner on 11/3. If I was a real journalist instead of a sleep deprived new parent I would link all kinds of smaller details to this, like the USPS defiance of a federal court order to sweep for ballots, or the unsubstantiated claims made without evidence by 45’s allies to muddy the waters.

One last thing: Other GOP led states [eg UT]execute VBM without a hitch in 2020, just like they have for many years. Only battleground states, new to VBM at this scale, simultaneously make counting slower AND experience the brunt of ballot mail slowdowns.
