I'm quite certain the descriptive narratives contact tracers are getting when making their calls supports targeting younger age groups (i.e. more risky behaviours, gatherings, etc). Younger age groups probably also have several times more close contacts than someone in a PCH. /2

So, while the elderly may have more cases at the moment, it's likely not related to their behaviour, and rather has more to do with circumstances outside of their control. And so targeting age groups who are likely contracting the virus through poor decision making makes sense/3
