You should ALWAYS ask before using someone else's art for a character. It is different for everyone, some feel incredibly personal about it, others not so much, and sometimes it varies from character to character.

And once/if you get permission you need need NEED to CREDIT them!

If it is their own art and not commissioned from elsewhere, sometimes they may let you know they are open for commissions if you enjoy their art and want something similar.

But bottom line, not even bothering to ask and just swiping it is disrespectful as hell.
